Are American Athletes the Only Ones Using Performance Enhancing Drugs?

It most certainly seems that way if the world's media is to be believed. After all, every headline on the subject over the past six years has had to do with either the BALCO case, or someone associated with that case being banned or "coming clean." This has given the impression, to some, that the United States is the doping capitol of the world, and everyone else is clean!
 
But is this really the case? Is the United States the land of Performance Enhancing Drugs?

While I will not pretend to know who is or isn't using performance enhancers, I will say that American athletes are getting a bum rap right now. Every American that performs well is getting overly and unfairly scrutinized as a result of the "sins" of a few, and as a result of living in a free society.
 
First, let us be clear that these doping cases did not see the light of day as a result of the sport of track and field’s testing policies. Rather, they have been the result of a United States investigation regarding BALCO. More specifically, the federal investigation was aimed at baseball and Barry Bonds.
